It would be very nice to have a mechanism to force displaying the outOfScale
icons for layerGroups if all their children (aggregated or not) are out of scale. 
Now we can set any metadata we want in layers.ini, so I think there should be a
way to pass global_minscale/global_maxscale parameters, corresponding to the
smallest minscale/largest maxscale of all the children. Then ClientLayers.php
and layers.tpl could use them to get the desired behavior.
The case where there is a gap in the scales seems aberrant enough not to be handled.
