We have documentation on how to setup the demoPlugins project to enable routing:

This is not exactly the same as a separate chapter on how to enable routing in
your project, but the same goal can be achieved by taking the demoPlugins as an
example on how to setup routing. Anyway, the general de-facto policy of CartoWeb
is often to take an existing project as example.
