When asking a PDF export with more than initial Mapserver resolution (ie 150 or
300 dpi), size of image is limited by plugin Location's minimum scale.

Example in test_main: try to ask for a map at scale 3 or 5, with resolution =
300 dpi. You'll get a map with scale = 8.
