[Cartoweb-dev] [Bug 1500] New: Edit, selected tool for map action may differ from available

Steps to reproduce :
 - choose a polygon layer to edit,
 - select edit_poly tool in toolbar,
 - choose a different type of layer to edit.

No tool is selected in toolbar, but edit_poly action is chosen. User is able to
draw a polygon.

This may occur for plugins that have tools list that differ from a page to another.
