add a general parameter to set the precision of the distance and surface
calculation when using the corresponding tool

the calculation is done in dhtmlInit.js

line 350 (Map.prototype.distance)
line 382 (Map.prototype.surface)

eventually also look for the same thing for outline surface calculation
in serverOutline.php 
line 303 (function handleDrawing)
