OK, I did test the very latest version from the CVS (7/6/2007)

I frankly don't see any changes.

The symbols in the legend are correctly sized with respect to the map if, and
**only** if, the RESOLUTION parameter of the mapfile ist set to 72 (dpi), but
the print quality remains, well.. Sub optimal. If this bug is close (and
http://bugzilla.maptools.org/show_bug.cgi?id=1380) are closed is up to you.

I provide an exemple with RESOLUTION set to 300 dpi  as attachments

There are many problems in the PDF
- Symbols size correlation between map (PDF) and legend (PDF)
- Legend symbols print quality. Setting the dpi in the print form has no
influence (but map is OK)
- Influence (or not) of the RESOLUTION parameter of the mapfile (should only
affect screen)
- Adequation between symbol size on the screen and in the PDF
