Patch for setting SRID in tooltips.ini

The patch adds a setSrid method to QueryableLayer.php. Further,
ToolTipsService.php has been extended to read the srid from an entry in the
tooltips.ini, e.g.
timeout_async.wzbra.srid = 31468
I only tested this patch with timeout_async tooltips.
