the cause of the problem was, if no change were made to the transparency when
making the first drawing, the feature was added to the main outline layer. When
another drawing was done, with a different transparency, a new outline layer is
generated on the fly, using the default outline layer as a template, feature(s)
included. The duplicated layer then contain the new drawing feature AND the
first drawing feature, both with the new transparency. Result, two identical
features are on top of each other, and only the one with the greater opacity win.

fixed in cvs by forcing a new layer even if transparency was not modified for
the first drawing
