when an outling drawing is done, a new dhtml layer is added to the current
display. This conflict with the drawing layer where the pdfRotate feature is
drawn. The umo element returned onmouseover is wrong in IE, it return
map_outline_xxxx where it should return the polygone-filled element
corresponding to the pdfRotate feature.

an ugly hack, removing the map_outline_xxxx div from the dom and removing the
related layer object from the array of dhtml layer, solve this problem but I
would prefer to find a better(proper) way to do it.
