add proper handling for radio layers

this patch add all correct handling for radio layers behavior: 
only one layer can be activated at once in a radio group.

also added the possibility to define a global default selection behavior for
all radio groups (config radioDefaultRule "first" or "last") or define a
default layer by radio groups (metadata "defaultSelected").
