the "displayMeasures" javascript variable is set in the outlinelabel.tpl file :

var displayMeasures = {if $outline_displayMeasures|default:''}true{else}false{/if};

it is not supposed being the related dom element.

please have a look at the default outlinelabel.tpl file.
