Rebooting Apache should solve the problem.

That's weird! I've never seen that before. Before re-installing, don't 
forget to uninstall CartoWeb (Start Menu > Programs > Wampserver > 
Uninstall). This will remove both CartoWeb and Wamp. Remove C:\wamp by 
hand. Then reinstall Wamp and CartoWeb.
