Hi,
No answer, so I try one ;-)
Do test demo example, you have to run something like
php-cgi cw3setup.php --install --base-url http://localhost/cartoweb/htdocs/
in order to create client.ini file using client.ini.in.
So CW3 doesn't find client.ini : it doesn't exist !
"php-cgi" can be just "php" depend of your linux distribution.
You have to be in /var/www/cartoweb/ directory to use this script
