Does the file 
c:\wamp\www\cartoweb3/projects/test_main/server_conf/test/auto.test.all.map
actually exist?

If not try
php cw3setup.php --install --base-url http://localhost/cartoweb3/htdocs/ 
--profile development
to generate it.
