[Cartoweb-users] help please

Question: what happens

situation: I am running mapserver in IIS 6.0
everything works on a home built system not a MS4W installation

I install cartoweb on my dev server and I get a cgi error

CGI Error
The specified CGI application misbehaved by not returning a complete set 
of HTTP headers.

Question is what happened and how do I get around it
