Have a look on the Apache FAQ
http://httpd.apache.org/docs/1.3/misc/FAQ-F.html#premature-script-headers

Even though I'm not sure it's a ownership or permissions issue, you
should check it up.

By the way, the problem seems to come from the combination of the
raster layer and Comuni layer... have a look on your mapfile.
