the solution is to set the MINSIZE, SIZE and MAXSIZE
for the symbol in your mapfile, for example

      STYLE
        SYMBOL "airport"
        COLOR 0 0 0
        OUTLINECOLOR 0 0 0
        MINSIZE 16
        SIZE 18
        MAXSIZE 18
      END
