I am getting a strange behaviour with the ruler tool in the CWC2 Test Template. 
If I select the ruler tool I am able to use it anywhere on the page - it is not 
constrained to the map. The attached png file demonstrates it clearly. I can 
start measuring on the map and continue off the map, or I can start anywhere 
else on the page. The results are returned by the rulerresult widget as usual.

Here are the specs of what I am using:
- a computer (yes, it is plugged in)
- ms4w installation (I used the most recent chameleon_ms4w-1.0.zip file dated 
Sept 10, 2003) 
- IE 6.0.2600.0000
- Windows 2000 Pro
