Dave, this legend is based on an (outdated, probably) html legend template.  As
this is the test template, I will not be taking any action on this.  Please note
that the test template is not considered to be a working template, it is pretty
much always unstable and is used for testing only.

If you can create a proper template and have a problem with this widget, then we
can fix it.  As it stands, I don't think that there is an actual bug here.

To re-iterate, do not report problems with the test template (at least, as it
stands from CVS).  They will not be addressed.  If you have a specific version
of the test template that you have modified and you still can't get it to work,
then report it as a bug and attach the test.html file (and any other files
required to reproduce the problem).
