There is supposed to also be some text output if no results were found at all, although I don't know if that works when INCLUDEEMPTYRESULTS is false. I don't think there is anything to indicate that there are no queryable layers at all. Perhaps the widget should scan all the layers for 'queryability' and disable itself if no queryable layers are found?
