The ExpressionBuilder (and all other tools that attempt to link WMS and WFS) use
DescribeLayer to get the link between the two.  Currently the tools detect any
error condition and return a generic error message.  It is desirable to
differentiate between at least two different error conditions ...

ServiceException - this probably means that the WMS server does not support
DescribeLayer, the error message should indicate that the WMS server does not
appear to support the DescribeLayer request

valid DescribeLayer result with no WFS online resource.  The error message
should indicate that the WMS is not configured to provide access to a WFS server
for this layer.
