Fixed in CVS.  
1) Because of the generic code used to check for read-only and to save changes
to both config files, I only updated the read-only message to indicate that both
files must be writable in order to save changes.

2) Added "@" to the copy command to suppress the copy error messages.  Aside
from the error messages, the admin tool should have handled the copy error
correctly.  I cannot test this on Windows however.  Norm can you please confirm?
