while invalid, it does seem to work in every single case I have tested it in and
I have never heard of any problems related to this.

The reason it is after the </body> tag is that I was hoping (vainly perhaps)
that the browser would complete it's layout before processing these scripts,
thereby allowing for correct positioning of dynamically created layers.  Turns
out we needed to add something for that in the onload function anyway (for the
mapdthml widget) so it could perhaps be moved to before the </body>.

The change to implement this would be in UIManager, should be pretty minimal change.
