Scalebar widget tag in the demo is not translated and appears as a tag<cwc2
type="SCALEBAR" units="MILES" visible="true" width="250" height="3"/>.  The
following error is displayed:

 Warning(s)

    * "ERROR: Widget Definition for not found.

Step to reproduce:  Load the chameleon demo.

I'm working with Redhat 8 and with chameleon in cvs.
