This information would be defined within the widget doc xml. What I think is
missing is that there is currently no real defined spec for how this widget
should work.

I have a feeling once Norm and Chris (as QA people), and Darren, Jeff and Chris
(as product guys) understand what this helpwidget is suppose to do. 

There will be future requests to improve this.

This issue is both a documentation issue, but also a design of the HelpWidget.

We may also consider during this redesign and renaming the widget also. Eg.
OnLineHelp or HelpOnLine widget because this is where the information will be
found in the widget doc.
