I'm not sure where this problem is, but in the simple button sample for the 
Base Widget pack:

the default="true" parameter doesn't appear to be working. When opened, the 
sample appears to have Zoom In chosen, but clicking and dragging on the map 
does nothing. If you choose Zoom Out, then Zoom In again - it works properly. 

The multi-state sample:

also uses the default="true" parameter in the ZoomIn widget, and it works fine 
there. Does it have something to do with the use of shared resources??
