Paul, I already found the configuration issue, perhaps this can be put in the 
documentation.

I used the following:
WMSCACHEDIRECTORY="/ms4w_20/apps/chameleon/data"

and I had to use
WMSCACHEDIRECTORY="/ms4w_20/apps/chameleon/data/"
