Question how can this changed be verified?

Is it enough to use the JSAPI sample app:
http://localhost/chameleon/samples/sample_basic_jsapi.phtml

When loading app and  trying to use the nav tools the following observations are
made: 

1) No buttons are working.
2) Java Script Consol error(s):

Error: goCWCJSAPI is not defined
