I don't see the need to have this fixed for beta 3.  This is something that can
wait until RC1.

It's current behavior (not selecting the layer) makes the most sense for it as a
stand-alone widget.  This is stays true to the original design of the widget
where the annotation layer was intended to be a hi-lighting layer and was to be
hidden in the legend.

This should be made an optional widget parameter for RC1.
