The legendwidget has changed (can't find the bug right now) to include
specifying whether the legend controls visibility or not ... this was to work
around a problem that involved using two legend templates in the same page
(specifically the layermanager2, but it also occurred with multiple
legendtemplates in the same page).  The new attribute is controlvisibility.  It
is set to true by default, but is set to the false in the legendtemplate widget
in the enhanced app (at least, the version committed to cvs).

You can use the popup legend on the tools menu to control visibility :)
