verified on windows if zoomin past minscale the map will eventually turn blank.
Rather  than acting like a recenter tool and the keymap no longer shows the user
that they or on the map.

And when zooming out, the map will try and show a point and/or labels if present
in map when no maxscale is set. This makes sense since move gis application work
in this manor.
