in the LAYER/METADATA:

"wms_metadataurl_href" "http//host/url.html"
"wms_metadataurl_format" "text/html"
"wms_dataurl_href" "http://host/dataurl.html"
"wms_dataurl_format" "text/html"

These are supposed to be exposed via MapServer WMS (MetadataURL and DataURL) and
WFS Capabilities (MetadataURL).  This is currently being worked on.
