this relates to bug 444 and bug 622 previously closed.  Popup.php is using the
wrong name to reference style resources so that, if the style resource for a
popup is not already referenced by a widget in the page as a regular style
resource, then it won't be properly initialized and the popup won't have styled
buttons.
