Replicated using the Chameleon samples.  I applied cursortype="help" to panmap.
 Upon inital load of the application the cursor changed appropriately but after
using the ROI tools (rectangle) the cursor no longer changed (including reload
of page).

This bug may avail itself by other mechanisms ... I only tested ROI.
