This problem happened because the request made by chameleon used
"REQUEST=getcapabilities" instead of "REQUEST=GetCapabilities". 

The spec requires the uppercase 'G' and 'C'. 

Marking as FIXED

Note that this is fixed in php_utils (common), not in Chameleon CVS.
