In 2.0, LegendTemplate.widget.php requires the value for controlvisibility 
be "true" and will not recognize "TRUE". Conversely, pre-2.0, it 
recognized "TRUE" but not "true". Don't know about 2.2.

I think it should just be case insensitive, but don't know what the general 
policy is for case-sensitivity in attributes. It seems to me that I've come 
across others that are case-sensitive as well, but have never actually paid 
that much attention until now.
