Observation:
No DOCTYPE - rubber band works
DOCTYPE taken from W3C added to top of Template - rubber band fails, as does ruler.

    "http://www.w3.org/TR/html4/loose.dtd">

The sample templates omit the dtd path which essentially means they have no
official DOCTYPE, IE and Firefox both go into quirks mode.
