Using $oLayer->getShape( -1, 0 ) gets the first shape from a non-tiled
datasource (shapefile) but fails on postgis layers because (apparently) the
index of the first shape from a postgis layer is 1 (instead of 0)

At least two widgets have this problem:

MapTips
LayerLabels

Investigate if this diagnosis is correct and determine an appropriate fix that
uses the layer type to determine the correct index of the first shape.
