It took me a while to figure this one out.  I was setting up an embedded
LegendTemplate widget.  I set the ENABLED, VISIBLE, TEMPLATE attributes and set
EMBEDDED="TRUE" - but the widget failed to draw the legend.  Instead it output
the actual widget tags to the page.

Once I added PopupHeight and Width attributes, all started to work.  Since Popup
attributes are irrelevant for an embedded legend, I assume this dependency is a
mistake.

Hope this helps other who might get stuck on this :)
