The problem was not in MapServer as I originally thought. The loadContext()
function in chameleon/htdocs/widgets/ows.php, was setting a bunch of WMS
metadatas to "". This led the saveContext function to return empty values.

I've fixed that by checking to not add empty values.

Both CVS and 2.4

Paul, if there's any reason to add empty metadata please reopen.
