Bart, I'm fairly sure this was implemented to solve a specific problem with session authentication but I 
can't find a reference anywhere in bugzilla.  Actually, I think it was something to do with how we set up 
jails on linux, there is a main apache that forwards to the jail apache or something like that.  Perhaps 
Daniel can comment?
