MapServer 4.9 and Chameleon 2.4 with PHP5.1.4 causes a windows ""CGI/FastCGI has
encountered a problem" crash.  GMap and mapserv CGI work fine.  PHP4 and the
same mapserver 4.9 version has no problems with Chameleon.
