Norm, I'm not sure I follow exactly what is happening with the encoded/not
encoded resources.  In my way of thinking, the get method is the perfect place
to do the urldecode.  

I guess I don't understand how any resource cannot be decoded because every
resource goes through the get method no matter if the cache is on or off.  Is
the problem that things are getting double encoded?  I didn't think that was
possible in PHP.
