The code described by Joanne is a placeholder for a new functionality  This
functionality will permit to draw a point (if szLatLong < 2) to the location of
the selected element or a rectangle (if szLatLong >2) around the element area.
The code block under each if is never executed (szLatLong is always > 2).

The apply function call the LocateCB function.  The LocateCB contains the new
functionality and is actually disable.

I let this bug opened for the developer who created this new functionality to
complete his code.
