that's a reasonable suggestion.  I have a concern about possibly masking the underlying problem though.  
Why are these scripts changing the time limit?  Probably because the default time limit is not enough for 
certain processes.  We should think about how to document this for safe_mode installs so they know to 
change the timeouts in php.ini
