The JavaScript code in the legend template is not executed in JSAPI mode.  This
a problem when we want to build a legend with the cExpander object. 
CWCLegendTemplateProcessed() method in cwcjsapi.js replace the HTML in
legendTemplateDiv div but do not execute any JavaScript in the template.
