[Chameleon] RGB Image Mode and the Scalebar

Hello all.

I am loading an image up in a map, but in order to display the image to
a proper level of detail its necessary to change the image mode, in the
output format object of the map file, from PC256 to RGB. The image
displays great now, but for some reason the scalebar no longer has a
white background, it becomes a blueish color. The legend is displaying
properly, just the scale bar seems out of wack. I tried setting the
scalebar transparent property to ON and it has no impact, like its being
ignored, same for interlace on/off. Is is likely more a mapserver
problem, or could it be something in the scalebar widget? Incidently it
does this in the maplab preview page as well.
