[Chameleon] Layer Info Metadata URL Link

hello all,

in my map file I have set the metadata url value and this shows up great in the layer
info popup when I click on my layer name in the legend.  The only problem is that I
would like this to be a link, not just text that the user would have to cut and paste
into their browser.  When the popup appears, I would like the user to be able to click
on the metadata url that is displayed and have the actual metadata page open in a new
window.  Does anyone know how to do this?  Thanks in advance.
