what do you mean by this?  Download the expression (i.e. the xml encoded 
Filter) or download the results of applying the expression?

we are adding support for non-bounding box filters and multiple spatial 
filters into mapserver for the next release.  It may not fully support 
everything you can do with OGC Filters, but it will provide way more 
capability than we currently have.
