[Chameleon] Map not refreshing

Ok, I've worked through most the problems I've had getting Chameleon to
work, (thanks largely to the help from this list), but I'm still stuck with
one rather significant issue.  When I change the extent of the map using any
of the tools, the map redraws but it remains at the same initial extent.
The extent coordinates displayed are changing, but the map itself is doing
nothing.  Just stays with the initial extent of the entire map.  Where
should I be looking to try to fix this?
